If you are in the 1.8 or below, there was this exploit in Riften, but if you're in the 1.9 the best way is to join the thieves guild, do something illegal then when a guard talks to you there should be a option to pay him to look the other way. Once thats done you can pickpocket the money back and do it again BUT WITH A DIFFERENT GUARD

They are part of the Radiant quest system, quests that are randomly created from a database of locations, people, and items. There is no end to them, the game will have a new one for you every time you ask for one.

If you can't reload a save from before saying no, make sure your still wearing the amulet of Mara, if your not wearing it the quest doesn't start. The Wedding quest is so buggy it's hard to tell what is going wrong sometimes.

You need the Heartfire DLC. If you have that then you need to complete the 'Laid To Rest' quest for the Jarl/Steward of Morthal. It costs 5,000 gold to buy the plot of land to build the manor on. The best spell for healing other characters which I'd suggest is Healing Hands. It is very easy to get, since you can find it in shops or in the bodies of enemies.
