Short answer, Yes they can. I am currently going through the process and have a class H felony. I was approved for $140 a month contigent upon me completing a 1 hour class/assesment to see if i still have drug problems. HERES THE CATCH- Only people with class H and I felonys can qualify. Anything above a class I dissaqualifies you completly.

Food stamps are for the purpose of buying food. You can't buy soaps, detergent, shampoo, toothpaste, toilet paper, candy, soda, beer (or any alcohol), only food. The clerk or cashier in the store should be able to tell you if an item is eligible for purchase with food stamps. There are a few places that accept food stamps for nonfood items, but that is fraud and those who do this can be fined and/or arrested. Food stamps are for food only.

I live in Indiana, and I know they keep child support to pay back TANF (welfare) In some instances Medicaid as well. Every state might be different. In my state regardless of how much child support a person gets they only receive the first $50 if they get a welfare check and the rest goes to the state.
They wont take it for food stamps.

12/28/09: I've just checked the Sequim Washington Costco and the answer is "yes" they now accept EBT.
No, they do not. I googled "Costco accepts food stamps" and a Costco pdf popped up that says they do not.

As of June 2009, Costco in NY - Astoria, Queens and Sunset Park, Brooklyn has been taking food stamps.
The following link is a post from the NY Times, showing the pilot program and how NY is planning on changing because of the economics. According to state Attorney General Andrew Cuomo, if Costco refuses to not accept food stamps in the East Harlem location he will seek legal actions. *note the 2nd link
I say as a community that we should be able to contact our state government and ask them to follow in NY's footsteps and help us during these serious times of economics.

Food stamps can only be used to purchase food for human consumption and seeds and plants to grow food for household use.
They cannot be used to purchase food that will be eaten or heated in the store. There are some exceptions to this rule, but they're intended to cover low-cost soup kitchen type programs operated by the county, not Taco Bell.

Absolutely. That is defrauding the FoodStamp Program which is a Federal offense and punishable by a $250,000 fine and up to 25 years in prison. It carries the most harsh penalties of all the wellfare programs because the government has spent a lot of time and money trying to prevent it. I would advise against it.

Yes most Walgreens locations accept the SNAP or in some states the LINK card. You will see if they accept it because they will have posted a decal on the location door saying they accept SNAP benefits since each state will vary by how they term the way their food stamp cards are addressed. For example if you live in IL we call our food stamp cards LINK. So if you have questions about if your food stamp card will be accepted call the individual location and ask if SNAP benefits can be used there. Just about every Walgreens accepts SNAP benefits.

According to the brochure that is mailed with the card, "Your Florida Benefit Security Card": Yes, But, you must notify customer service FIRST before you go (and this applies to any state other than Florida). Also, many banks and some credit unions participate in multiple networks. This is what makes their cards versatile. Florida's EBT Only participates in the "quest" network.
So, make sure the store you are going to accepts the quest network of cards. Just like the visa network, the mastercard network, American express network or diners club network of cards, it is another network. Many banks, credit unions and stores also use quest.
