INFINITY WARD is better. I'm not just saying that because I own modern warfare 2 and am being biased I own all of the call of duty games and Treyarch ruined black ops. The graphics for MW2 are a million times better if you don't believe me check for yourself. The online experience is amazing on MW2 and absolutely awful on black-ops. Treyarch doesn't know what they are doing at all especially when it comes to servers and the online world. Even in a lobby where everyone has 100 amazing connection Black ops still lags. Its quite sad really. The delay on black ops is terrible. You shoot someone and they fall over dead like 10 seconds later. Except for zombies CALL OF DUTY: BLACK OPS IS THE WORST CALL OF DUTY THERE IS. I'd rather hop on call of duty 3 rather than black ops any day. the graphics are almost better on code 3 anyway. so yeah MW2 is way better.
Why doesn't activision and treyarch and bungie and 343 studios make a game that combines halo and call of duty?

MW3 is scheduled for November 8 2011 release. Treyarch Made the Call of Duty Modern Warfare Reflex Edition when the Call of Duty Modern Warfare 2 was released and they could work to help with the MW3 release for Nintendo Wii. The companies that did help were Sledgehammer Games worked with Infinity Ward to complete all aspects of MW3. Raven Software assisted with the user interface and DLC, as they have with previous Call of Duty games.
Treyarch and Infinity ward are supposed to be coming together to make the last COD.
No they are not. Activision has been having Treyarch complete with Infinity Ward and not work together. The Treyarch Call of Duty Black Ops II will not be the last Call of Duty and any thought of ending the series would spell the end of that individuals career. Treyarch and Infinity Ward are owned by Activision who is also owned by Vivendi SA a French multinational mass media and telecommunication company headquartered in Paris, France. The series brings profits that continue to increase as each new game release results in record breaking sales.

Yes... and no. Infinityward had created the call of duty series treyarch has to copy and try to improve the work that infinityward does. In terms of realism clearly infinityward shows realism more than treyarch.
Treyarch works to make call of duty more video game like with nazi zombies and story but infinityward keeps the realism.
Will treyarch release a map pack 5 for black ops?

No the Next map pack Treyarch makes will be in 2013 and after the 2012 release of there new untitled Call of Duty game. If they were to release a map pack now it would not be available for the PS3 until after MW3 was released and in competition with Infinity Ward. That is something that Activision the owner of both companies could not explain to there owner a French conglomerate Vivendi SA.
