well the only type of biome that i know of that matches your description is the Arctic

In the Tundra the sun shines 24 hours a day. The weather is cold even in the summer months. The Tundra has little plant life because of the dry conditions. The Tundra is like a snow desert.

The soil has permafrost (that is when the soil stays frozen all year around). The trees can't grow and there are only small plants. In the winter the sun never comes up.

There are indeed regions of the Antarctic classified as "Tundra". Especially around the Antarctic Peninsula. The Antarctic tundra doesn't have any large mammals such as polar bears that you can find in the Arctic tundra. Animal life consists mostly of seagoing birds,seals and penguins. If you want to be picky ( and who doesn't ? ) you could also include rabbit and cats as they have been introduced to some of the Antarctic islands which also support an environment classified as tundra. Actually apart from the cats and rabbits on those islands, there are no land based animals to be found. All other animals are sea going and come to land to rest, breed etc....

Well, all the animals that live in the Tundra have their own body warmth, then a layer of fat, then their fur. Penguins just seem to adapt to the cold by body heat and fat. Mosquitoes that might live in the Tundra store water inside them, as if an anti-freeze.
