No you just can't buy fuel for them until you are eighteen, you can buy the lighter at any time.

To add, I bought one ( I'm 13 ) with Ronsonol fluid all at my Walgreen's. I don't think there is a restriction on Zippo lighters, just butane lighters.

Usually there is no age minimum for buying a wick for a lighter. I would honestly be surprised if a state would require you to be of a certain age to buy a wick.

yes it can and will work just fine , I use it when im low on zippo fluid and don't want to go to a smoke shop, i just go to the nearest convenience store
