You may add exclamation marks where necessary in accordance with proper grammar (exclamatory sentences).
Example: "My wallet has been stolen!"
You may not overdo the exclamations, as this is an act of nonsense (gibberish) which triggers the bots that patrol the website alongside Supervisors. This can result in a warning upon your profile, especially if the nonsense/gibberish is constant in several of your answers.

To add more than one exclamation mark at the end of an exclamatory sentence is bad grammar anyway.

Because the purpose of the website is to create a common place for people who have questions and people who have knowledge to interact with one another, by asking and answering questions. If unwanted/unnecessary questions are allowed, the main purpose of the website would be defeated. Hence, they are not allowed
