Yes, one can use iPhone in any country having a GSM network but the iPhone should have been bought without any ATT or TMobile plan lock in the first case. The other option is unlock the iPhone before using any GSM SIM in it (NB: Donot upgrade the iTunes or any iPhone system software after unlocking as it will lock it again, eg. new OS 3.1.3 or latest)
any AT&T phone that can take that sort of sim card.

No, You cannot use reliance CDMA sim card (or) any other CDMA card sim card on Apple iphone 4s. Any GSM Sim card will work on factory unlocked Apple iphone 4s but not CDMA sim ONLY IN INDIA.
You cannot download ringtones to any AT&T phone other than an iPhone. To download ringtones to an iPhone, follow the link.
Some people buy a pre-paid SIM card for the mobile phones and it works in another country. Is it possible to insert a SIM card in any smartphone such as iPhone, HTC, Samsung, etc? There are phone companies selling the pre-paid model which comes with the phone and the pre-paid SIM card. I want to use the existing smartphone like iPhone with it. Is it possible that I simply purchase the cheapest model if the shops don't sell SIMs only and insert the card into the regular phone?
It depends if the original phone the SIM card belonged to was saving them to the SIM card itself. Here's some clarification: The SIM card will retain contacts from a previous phone. The iPhone will not recognize SIM contacts until they are imported to the Contact list via Settings > Mail, Contacts, Calendars > Import SIM Contacts The iPhone does not save contacts to the SIM card, and therefore if the SIM is from an old iPhone there won't be any SIM contacts present.
OF COURSE , all phones HAVE to have a sim card to work because it must store your number and any information you put on the phone. i think it may work without one , BUT i dont think you can save contacts or even get calls.
