you go to single player choose scenario then you chose the level you made kinda like campaign but it's in scenarios

In scenario editor when creating your scenario, go to "choose objectives" on the left, then in the second of two sections, there will be an "add an objective" drop down menu of a list of objectives to use. Choose VIP, then there will be another drop down menu of different VIPs and you can choose which one you want and also their arrival date. Make sure you click on the different levels (the hat icons at the top) so your objectives are not all on the apprentice level! Also, try to pick only 2 or 3 objectives per level.
I don't think you can choose Allies/Enemy like you did back in AOE2. But you can assign 'Players' to 'Teams'. Just click Scenario > Player Data and you'll see a table that you can edit.
You have to start a random game and choose whatever difficulty you want. quit the random game and open up the editor and make a little world. the AI will have the same difficulty
