It would probably be cheaper to purchase a new sim card online but it would be easier to make it compatible with your phone if you buy it at the phone company's store. Sim cards are directly link to your phone account so a new sim card would have to be relinked to your account in order for you to use it.

Yes, you can use the phone simply by getting a new SIM card.

First off I'm assuming you meant iPhone 4, not 4G (common mistake). And to answer your question, no. The iPhone 3G has a much larger sim card than the iPhone 4, but you can just take them to At&t and they will transfer everything to the new card for you. If you already have both phones, I doubt they will even charge you.
