I'd say yes because people are putting their videos on there sometimes with a comment, sometimes with a message within the video, many times with a story to tell. They are definitely networking (reaching out) to someone like machines in a computer network sharing data. The data is there if you want it but if you don't then don't take the data. Like a network taking data and sending this data backwards and forwards to one machine and the next, YouTube works by people accessing their data (videos) and taking these videos in the forms of streams and forwarding the links via email, blog comments and forum posts to other users of the internet. I would definitely say that this is a form of social networking, in fact the biggest social network being the internet experiment itself. Now, a fully functioned streamlined way of transferring many thoughts and ideas down the cables and through the switches routers and servers of the Internet.
