whether or not it's a regular tube type television, or a tube type projection TV with three separate tubes, it's usually due to a shorted gun inside the tube. Sometimes, depending on the set, it might be nothing more than a dirty control as well. t's really difficult to tell without looking at the set and seeing the circuitry to give a `pat' answer to the symptoms.

Some of the other things that could cause the problem are a bad solder connection, loose connector and if you're using input cables from a satellite dish/cable box, it could be nothing more than a loose wiring connection in the RGB cables, S-VHS cables or HDMI input cables.
