No you don't have to have internet to use any Call of Duty games. The internet is only needed if you want to play online, for example on xbox live, wii network or the playstation network. You can play the campaign missions without the internet.

The only real downside to VOIP home service is that the call quality may not be clear at all times. If your internet signal isn't good the phone call will not be good either.
