A domain is a basic part of a URL (web address). In the URL "wiki.answers.com", "com" is the top-level domain (TLD), which is maintained by IANA. "answers" is the second-level domain (almost always shortened to "domain") probably owned by Bob Rosenschein, the creator of answers.com. Since he (probably) owns that domain, he can then create any subdomains he wants, such as "wiki". This applies anywhere, including "m.facebook.com", "what-if.xkcd.com", etc. At least two levels of domains (facebook.com, with "facebook" and "com") are required.
