The international access prefix for outbound international calls from the UK is 00. Dial 00, country code, city code (if any), and the subscriber number. On a GSM mobile phone, just dial +country code (including the plus symbol), city code, and number.

For most countries, drop the trunk prefix 0 from the domestic area code to get the city code in international format. For example, Paris 01 becomes +33 1. However, Italy is a prominent exception, along with a few other countries. For example, Rome 06 becomes +39 06.

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)
