You can upgrade at your local carriers store but you can also upgrade on the internet. Most of the time Verizon, T-Mobile, Sprint, and Nextel have much higher prices in their stores for phones due to all the overhead carried with the store. Upgrading is a process to be carried out by your carrier or yourself. Once your contract is up you will be given the opportunity to upgrade your phone to a newer model. Alternatively, you can upgrade your phone at anytime through your carrier's website for a fairly large fee. If you want, you can pay full retail for a new phone and swap that out for your current model through your carrier (or yourself, if you know how).

If you meant "updating," that's also done through your carrier. Unless you root your device and flash a custom ROM, you cannot update your phone unless your carrier decides your device needs an update.
