You can go to the Disney store in the mall or go to Toys R Us and buy a Club Penguin puffle toy, they include a toy code! At Toys R Us, you can get it for $5.99. The price may vary in other stores.

If you mean in Club Penguin, you can find them in the Pet Shop. To get to the Pet Shop, go to the Plaza by using your map. Then, after you go inside the Puffle Shop, you'll see all of the puffles together. Click on those puffles and when you walk over there, a catalogue will appear. Non members can buy the red and blue puffles (Non members can have up to two puffles,... unless you use a toy code and buy one or two puffles from the treasure book). Members can buy any of the puffles! (Members can buy up to 16 puffles, unless they get one or two puffles from the treasure book with a toy code).
