French telephone numbers beginning with +33 9 (or 09 in domestic format) are non-geographic numbers, including VoIP. In some cases, such numbers may not be dialable from outside France.

French telephone numbers beginning with +33 952 (or 0952 in domestic format) are number assigned to internet providers, and are not area-related. Customers can ask an internet provider to set up their landline. You are then assigned a traditional, area-coded phone number, and a 09-something number. You can be reached at both numbers but when I am calling out, my displayed number is the 0952.

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)
