You would replace a flush valve or 'flapper' when it gets distorted or leaks slowly as they all eventually do. Take it out and go to Home Depot and you will see many better ones than there were when your toilet was made. Average cost $6-10.

What would cause a toilet to continuously keep filling the bowl?

Which part, the tank or the bowl? If it's the tank, you have a problem with a restriction between the tank and the bowl. If it's the bowl, you have an obstruction in either the neck of the toilet or the drain pipe below the toilet.

Why would bubbles come from the tank where the flapper is when you flush the toilet?

Bubbles in the tank when flushing the toilet can be a sign of a faulty flapper not sealing properly. This can lead to air entering the tank, creating bubbles. Check the flapper for damage or misalignment and replace if needed to fix the issue.

What type of toilet with a button flush system would you recommend for a modern bathroom renovation?

For a modern bathroom renovation, I would recommend a dual-flush toilet with a button flush system. This type of toilet allows you to choose between a full flush for solid waste and a half flush for liquid waste, which can help save water and is more environmentally friendly.

Why Would a low-water consumption toilet overflow instead of filling to the rim and then stopping- can it be intentionally clogged?

I would intentionally overflow a public toilet by taking the lid off the back, then taking out the thing that covers the hole in the bottom. Then clog the toilet and just wait. The toilet will just flush and flush and flush and flush until it overflows. And then it will keep flushing. You could flood the entire bathroom with no one even knowing!
