No, the island of Cuba it's one of the Caribbean islands so it is part of the Caribbean Sea and accordingly part of the Atlantic Ocean not the Pacific Ocean. The island is Located south of the US State of Florida and Bahamas, east of Yucatan Peninsula (Mexico), north of Jamaica ad Cayman Islands and west of Haiti.
There is a theory however which states that the region where Cuba is located, the "Caribbean Plate" formed in the Pacific Ocean millions of years ago and then due to plates shifting, the plate moved eastward being enclosed overtime by the isthmus of Panama and losing connection with the Pacific.
