The Atlantic and Pacific border the US on both sides. However, the largest bodies of water completely within the US are Lake Michigan and the Great Salt Lake.

Much to my surprise, the answer is apparently Phoenix, which somehow became the 5th largest city in the US (by population). New York, LA, Chicago, and, arguably, Houston are all adjacent to bodies of water. (Of course, this means we're not counting the Salt River in Phoenix as a body of water for the purposes of this question.)
