It entirely depends upon the size of the roller-coaster, and the number of cars it has. There is no standard number- some carry as little as 12 people, others can carry 40 or even more.
It's entirely down to safety factors which are determined by the length of the ride, and the nature of it, i.e. whether it's just a simple 'big dipper' style one that goes up and down a curved track, or whether it's one of the more modern 'extreme' rides that corkscrew, plunge down vertically, loop the loop and so on.
