The top of the actual Lincoln Memorial has the names of the 48 states in existence at the time it was constructed. They run all the way around the building. The image on the $5 bill of course only shows the names visible from the front of the monument.
If you think about it for a second or two, the only way the bill could show both sides would be if it had a moving picture like the ones in a Harry Potter movie.
The reason is because the image on the back is of the Lincoln Memorial, which itself displays the name of the 36 states which were states at the time Lincoln was President. Given that only the front of the building is visible, only the 26 states listed on the front can be seen.
No US bill lists all 50 states. You may be thinking of the image of the Lincoln Memorial that's been on on the back of the $5 bill since 1928. The Lincoln Memorial itself has the names of all 48 states that were in the Union at the time the monument was built. Because the bill can only show one face of the building only 26 names are visible.
