Peter was trying to improve trade with Europe, requiring a sea port with access to the Mediterranean Sea, something Russia lacked. So he took advantage of other conflicts that were active in Europe at the time and made an attempt at a black sea port. After capturing the area from Poland, he built St. Petersburg to be a new capital and the face that Russia showed Europe.

It is called Peterhoff. The first Russian navy was also started by him and he had a war with Finland to gain land that would give him access to the sea.
