I don't think it's a question, but a statement. Apparently said by Socrates, my interpretation of it is that 'fame is a by-product of having done something great!' ie by having won a war or made a significant scientifc breakthrough for example, you might become famous. The substance would be in your 'heroic deed', and fame would be your 'perfume', an 'added extra' (for want of a better term), which seems to be in contrast to many contemporary 'famous' people, as something as trivial and irrelevant as appearing on tv might earn you fame.
