Space marines first of all the eldar have big forces at low costs but there weak space marines don't come in huge squads but you can equip stuff like missile launcher heavy bolter which can demolish the foe eldar are quite expevive in money 30 for one squad eldar are good in getting around the battle field because they have huge squads of jetbikes the space marines arnt very fast but they make that up in heavy support land raiders an stuff like that because of forge world the other player may have stuff you have never seen believe me an arnt in the codex's\ if the athor player has them say no the point is space marines are better

Theoretically, any faction can team up with another, as long as you have a good enough reason. Technically, Necrons and Chaos are enemies, so they would never 'team up', per se, but one could create a feasible story in which they both work to exterminate the Imperium. They wouldn't be working 'together' (because Necrons would kill any living thing--including Chaos Marines--on sight) but they would have the same goal.
No. The only armies in the game are Chaos or Space Marines. Being a necron player, I too wish they were in Warhammer 40k: Squad command.

Technically you can play any army against any army, and any army with any army, except where rules specifically state that you may not (E.g. Black Templars may never ally with an army containing pyschers) It would however be extremely unusual, but so long as you have a good background story, it should be fine.

Answer: It depends on how you use them. They are not to good at range, but when you get within 24 inches with a few boltguns they're amazing. Their tanks are pretty good but they don't have a substantial long range blast template weapon. Their fast attack is some of the best in my view, transports are really good for transports. Overall if you're looking for a short range good heavy support, and good close combat, Space Marines are your best bet.Another answer: In short no, the space marines are not the best.
