The term "parakeet" is a generalised term to cover numerous species of smaller, long-tailed parrots. The word tends to be used in countries outside of the birds' native lands. For example, the term "parakeet" is never used in Australia to refer to budgies, lorikeets, rosellas or cockatiels, yet these birds are commonly known as "parakeets" overseas.
Cockatiels are the best talkers and imitators of sounds in general from this group, followed by budgies. Lorikeets and rosellas are less inclined to mimic human speech, but can efficiently mimic whistles and sounds.
As a general rule, males of the species are better talkers than females, and usually only if they are single birds.

I don't think so. I read that adult female parakeets noses are brown and that adult male parakeets noses are blue. But, young female parakeet's noses are "bluish" and a young male parakeet's nose is pink.
