Countries that formerly had nuclear weapons included Belarus, Kazakhstan, Ukraine, and South Africa. Countries that could have weapons or programs include Iran and Syria. Iraq was accused of have nuclear weapons but likely never got beyond the conceptual program stage although it did acquire nuclear material.
