While Islam is religion, Islamism is a political movement with the intent to govern countries according to Islamic Law. Since Muslims are such a minority in Japan, there is no basis upon which an Islamist party would form. Additionally, no leading Islamist figure has ever tried to move to Japan. As a result, it has not yet been seen whether or not Japan would permit Islamism. However, given the strong feelings that Japanese have towards partial or whole theocracy since Emperor Hirohito was compelled to declare that he was not a god and that people were misled, Islamism would likely face strong opposition from the Japanese electorate. On the flip side, Japan's lack of material resources has made it very strongly tethered to the Middle East and its oil supply, so it is not beyond belief that Japan could accede to the presence of Islamists to curry favor with those petroleum-rich states.
