Probably West Virginia. West Virginia was formed in 1863, during the middle of the Civil War. The north was making war on the south because the south tried to separate itself, secede, from the United States. In the midst of this war the north allowed "West" Virginia to secede from Virginia, and set itself up as a new state. This hardly seems consistent. States cant leave the country, and we will kill you if you try, but parts of states are perfectly free to separate themselves and go into business as a new state. But if you're able to enforce your will at gunpoint, you can do whatever you want to do. Maybe you'll come up with some excuse to justify what you've done to history, to try to paper over apparently complete inconsistencies,or, maybe not.

The majority of people in the northwest part of Virginia were sympathetic to the Union, broke away from Virginia, and became a state in 1863.
West Virginia is the Mountain State, so with mountains come valleys. Pretty much all the rivers that come through the state are in a valley, such as the Kanawha Valley and the Greenbrier Valley, and the New River Valley.
Kentucky, Illinois, and Missouri come together where the Ohio River meets the Mississippi River. Other states that come together along the Ohio River are: Kentucky, Illinois, and Indiana Kentucky, Indiana, and Ohio Kentucky, Ohio, and West Virginia Ohio, West Virginia, and Pennsylvania
There is no chance that the US State of West Virginia nor that of Virginia, has any intentions of changing the past. There is no popular movement to do so, nor is there any political or economical movement to do so. As an aside, and since the question is being asked, this hypothetical possibility, could never come to pass. Virginia is a much more prosperous state without the burden of West Virginia.

When Abraham Lincoln was elected to presidency in 1861, everybody knew that he was strongly against slavery. Because of this, the South Carolina legislature threatened to secede from the United States. The delegates later called a state convention, and voted to remove S.C. from the nation. After 6 more states (Mississippi, Florida, Alabama, Georgia, Louisiana, and Texas) seceded, Virginia was still extremely hesitant about leaving the union. Virginia was not so decisive on leaving the United States because of the fact that it played such a large role in forming the nation. Virginia was also in such an excellently situated strategic position (economically, socially, etc.), which was an important reason as to why its government did not want to secede from the states. It was a tough issue for the Virginia government to come to a conclusion finally the south bumbarged government land, Fort Sumter. Which lead to the Civil War.
