Surprisingly, this happens just as often in countries that have long policies of Jewish toleration (such as Third Republic France, post-Weimar Germany, and Islamic Spain under the Almohads) as countries which had has long periods of Jewish intolerance (such as Tsarist Russia and Yugoslav Croatia).
5. Jews realized that Anti-Semitism is an endemic part of non-Jewish civilization and that Jews would be (almost) eternally at risk for such mistreatment. Furthermore, in the latter period Anti-Semitism became racial as well as religious which meant that a Jew could not escape his Judaism (even if he wanted to).
6. If Anti-Semitism is unavoidable, the only way for the Jew to avoid the fear that his government may make it impossible or intolerable to be a Jew is for the Jew to govern himself in his own State.
