That depends on which set of hemispheres you are talking about. Both Paris, France, and Miami, Florida are north of the Equator, putting both in the Northern Hemisphere.

However, a much more artificial set of hemispheres is "East" and "West" defined by the Prime Meridian. As this is a throwback to British Imperialism that line is drawn to make England the center of the world, with the New World to the west, and most of France, including Paris, to the east. So, long story short, both are in the Northern Hemisphere, however Miami is in the Western Hemisphere while Paris is in the East Hemisphere.
