Good question, though it takes some explanation. I would say Pakistan is really in the middle. Neither dirt poor nor filthy rich. Despite some areas lacking infrastructure, the people of Pakistan (the majority, at least) are more prosperous than the people of India.

Pakistan has many Natural Resources that, if taken advantage of, could make it very prosperous and wealthy. Pakistan also has - like many other countries - loads of talented people. It has millions of very smart Engineers, Doctors,Scientists, etc. It has an extremely powerful military & Intelligence agency as well, it is one of the few countries in the world with nukes. However, the one thing Pakistan lacks is the most important: A strong leader. That is something Pakistan has almost never had (with the exception of a few).

George Washington once said "An army of asses led by a lion is more terrifying than an army of lions led by an ass". Without a strong leader, a country will go nowhere regardless of how smart its people are. If Pakistan one day gets a very strong leader (and not corrupt thieves like those that have run it for the past couple decades), it may very well transform into a great power. It's already a regional power, so I wouldn't call it a poor country. But at the moment, it's not rich either.
