No. Counting Russia, France and Italy are both the second highest country in Europe with Mont Blanc. However, even not including Russia Spain is still not the second highest country in Europe, Switzerland is with on Monte Rosa. After Switzerland would come Austria and then Spain, so Spain is the 5th or 6th highest country in Europe.
