You couldn't own handguns until recently. DC enacted ban in 1976, that banned many types of guns, but that law was recently ruled unconstitutional by the supreme court. In theory, you can now own any otherwise legal gun in DC, but I haven't heard any reports yet of what difference the SCOTUS ruling has made.

Please consult the DC Handgun Info blog at http://dchandguninfo.livejournal.com. It has links connecting you to D.C.'s Metropolitan Police Dept. Gun Registration Office, where to shoot, where to train, links to pro-gun blogs, etc. You may own long guns as well as handguns. The handgun (specific model number and color) must appear on DC's approved lists (combined from the approved lists of Maryland, Massachusetts, and California) and no others, unless you plan on suing the District of Columbia. If you do not have any training, you need to get some. DC has made it expensive and cumbersome to register a gun, and the process can easily add $400 to the cost of your gun.
