It was actually during WWI, called the "Zimmermann Telegram", sent by Arthur Zimmerman to Johann von Bernstorff, who then, secretly, sent it to the German ambassador in Mexico, Heinrich von Eckardt. It was intercepted by the British and decoded to read:
"We intend to begin on the first of February unrestricted submarine warfare. We shall endeavor in spite of this to keep the United States of America neutral. In the event of this not succeeding, we make Mexico a proposal of alliance on the following basis: make war together, make peace together, generous financial support and an understanding on our part that Mexico is to reconquer the lost territory in Texas, New Mexico, and Arizona. The settlement in detail is left to you. You will inform the President of the above most secretly as soon as the outbreak of war with the United States of America is certain and add the suggestion that he should, on his own initiative, invite Japan to immediate adherence and at the same time mediate between Japan and ourselves. Please call the President's attention to the fact that the ruthless employment of our submarines now offers the prospect of compelling England in a few months to make peace." Signed, ZIMMERMANN
The Zimmerman Message was a coded message that was intercepted and decoded by British Intellegence. On January 16, 1917 Author Zimmerman sent a message to the German Ambassador in Washington. The message proposed that Germany and Mexico form an alliance if US entered the first world war. It stated that Germany was going to begin unrestircted submarine warfare on February 1, 1917. They wanted to keep US neutral but if it didn't succeed, they wanted an alliance with Mexico so that if US entered the war against Germany they would have the Mexicans to their south to face as well. The incentive for Mexico was that they would reclaim territory in New Mexico, Texas, and Arizona. Mexico declined the offer. On April 2, 1917 Woodrow Wilson asked Congress for a decloration of war and declared War on Germany
