At the Congress of Vienna in 1815, the governments of Europe aimed to restore stability and order following the upheaval caused by the French Revolution and Napoleon's expansionist ambitions. Because of Napolean a congress needed to be made this congress was called the congress of Vienna. they recreated Europes boundaries. and Metternich who was the leaderof Italy and of this congress forgot to take into consideration of nationalism which can be a fator all the way to WWl
