Because Urdu is a language imposed to Pakistanis by M A Jinnah. Very little people (mostly Mohazers) talked and used this language in 1947. All provinces (Punjab, Sindh, Balochistan, NW Frontier and East Pakistan) had their own basic languages. So Urdu was not popular at all in any provinces, though in 1948 Urdu was declared as the National Language of Pakistan.
