If the percentage of Northern and Western Europeans in forming the United States' immigrant population dropped in this time period, then other people were increasing their Immigration percentage faster than the Northern and Western Europeans. This time period was before, during, and after WWI. The drop of immigrants from Northern and Western Europe could be caused by WWI. People were in financial distress, so it wouldn't have been as easy to migrate as before. In addition, this was a time of European success in economics (prior to WWI), where especially Germany prospered greatly. I doubt the desire to immigrate to the United States decreased in Europeans, as they probably sought a better life in the US more so after WWI.
