Mainly the Scandinavian countries and the Baltic countries. That would include countries like Sweden, Finland, Norway, Iceland, Denmark, Lithuania, Estonia and Latvia. Parts of countries like Russia, Germany and Poland, could also be considered part of northern Europe.

I personally would put the dividing line at the Alps. The Alps are a major climate division, south of the Alps are the warm Mediterranean countries.
Continuing this line east and west, that puts about 2/3 of France in the north, about 1/3 in the south. It also puts Poland "North" and the Baltic countries "south.
Somebody from Scotland or Scandinavia would probably put the division further north.
