The Austro-Hungarian empire was never a communist state. Following WWI and the breakup of Austria-Hungary, Hungary briefly became the Hungarian Soviet Republic from 21 March until 6 August 1919. Hungary was also a communist country, the People's Republic of Hungary, after WWII until 1989.

Austria and Hungary have both been countries since the early Middle Ages. From about 1438 onwards Austria and a large part of Hungary were ruled by the Habsburgs, who ruled over a substantial empire in Central Europe. The creation of Austria-Hungary dates from 1867. The previous year Prussia had, in effect, expelled Austria from Germany, where it had claimed to be 'top dog'. Austria, fearing that Hungary might try to exploit the humiliation of Austria to break away altogether negotiated an arrangement with Hungary that allowed the latter a very large measure of autonomy. It was also a useful way to 'divide and rule' as the then Kingdom of Hungary included not only modern Hungary, but also Slovakia and most of modern Croatia, as well a large part of Romania and smaller areas of Serbia and Ukraine.
