Lithuania On March 11, 1990, Lithuania became the first Soviet republic to declare its renewed independence. So Lithuania NEVER proclaimed independence From Russia because Russia isn't same as USSR.

Since autumn 1915 Lithuania was governed by occupational German army. Lithuania was incorporated into "Ober Ost"(eastern edge), which was managed by military of German Empire. During the period of German occupation, there was some cooperation (if you could name it) between Germany military command and some Lithuanian authorities. The result was "Vilnius conference" in 1917 September 18-23 which was allowed by Germans. And finally when independence was proclaimed Lithuania was part of Supreme Commander of All German Forces in the East(Ober Ost). So it means that during the Declaration of Independence was part of Germany. At this moment Russia was at begining phase on Civil war between Comunists and Royalists. So it means that Lithuania proclaimed independence but not from Russia. There is no saying what means word Russia in 1918 February.

Tdec's claim that Lithuania declared independence from Germany is true, as a matter of fact, I learned that from Tdec myself, but Lithuania also proclaimed their independence from Russia on February 16, 1918 as well. You could say that Lithuania proclaimed their independence from Russia on Feb. 16, 1918, but they also claimed their independence from Germany.
Russia itself did not take over Lithuania. It split parts amongst other countries during the First, Second and Third Partition, all of which happened in the late 1700s. Russia, Austria-Hungary and Germany divided up Polish and Lithuanian territories. Most of Lithuania was taken over by Russia. Lithuania did not proclaim their independence from Russia and Germany till February 16, 1918.
