The PCV valve should be on the passenger side valve cover, about halfway back.On a few models it is on the back of the engine mounted to the plenum.

I'm not a mechanic / technician but I believe the PCV valve or hose is plugged causing pressure to build up inside the engine

No PCV valve on this engine. Has "PCV system". Hose from valve cover to throttle body. Nothing to replace.
the 89 with the 360 has the pcv valve in line behind the carburator.
The PCV valve on 1987 to 1990 2.8L or 3.1L engines is in the top center of the valve cover by the firewall. It is under the plenum so it can be a little hard to see and get to.
when looking at the engine, next to the "V-8" cover (approx 2 inches to the left), you will see a black object sticking up with 2 hoses attached to it, that is the PCV valve. Replacement instructions are on the back of the new valve package(usually)but it pops right in and out(no tools req)

The PCV valve is located under the MAP sensor on a 1990 Pontiac Grand Prix. The MAP sensor is in the upper plenum.
I can not think of a single case where the PCV is not on the valve cover, look for it there
