Richard Weldon McFarland, Jr. was born December 10, 1962. He was raised in Tyler, TX. by his father, Attorney Richard Weldon McFarland, Sr. His mother was killed in a car accident when he was a young boy. Richard McFarland (aka Richie) graduated from Robert E. Lee High School in 1981. He then went to college at Southern Methodist University (SMU) and graduated in 1985.
Richard W. McFarland has public records on file that date back to 1992. Case # 3:92-cv-02675-X, Gaishan, et al v. Touchstone Energy appears to be the first lawsuit filed against him for Securities Exchange issues. (See link below to look it up.) Richard Weldon McFarland Sr. represented him in most of the cases. Unfortunately the Gaishan v. Touchstone Energy case was dismissed in 1997 by Judge Joe Kendall.
Richard Weldon McFarland, Jr. admitted to operating a multimillion dollar oil and gas ponzi scheme. He had around 400 investors who thought they were investing in oil and gas wells in South Texas. Most of the wells were called Jackson wells supposedly located in Starr County. These wells did not exist. In March of 2009 the economy faltered and the ponzi scheme caught up with him. Allegedly he turned himself in to the FBI. Richard Weldon McFarland Jr. was no respecter of persons when it came to who he took money from. He took it from men in the military who were at war in Iraq protecting HIS freedoms. He took retirement plans from the elderly. He took children's college funds. He left hundreds of people hurting financially as he took from new investors to pay old investors. The unit prices on his wells were $60,000.00. In the end, he discounted them to try and gain more investors. He also involved many people in what he called "lease deals". He enticed many to invest in properties where a new well was promised to be drilled.... Richard McFarland would promise a huge return within a short period of time. In the end, folks all over the United States lost millions of dollars. There were those who invested with McFarland early on who made an enormous amount of money. Many believe these investors should have to pay it back. After all, it was other investor's money they were receiving.
Richard McFarland (aka Rich) has had numerous companies. When one was failing, he file bankruptcy and/or would open another company and continue on with his ponzi scheme. Some of the names of the companies that he owned and/or operated were Caddo Resources, Caddo Operating, RM Interests, Delta Interests LLC, Delta Interest Inc., Synterra Investments, RSR Partners, Touchstone Energy, Johnson's Ranch Marina and Boomtown LLC. There are public records of civil cases filed against many of these companies in Smith County, Tyler, TX., Gregg County, Longview, TX and other counties across Texas and the United States.
Anyone can go to http://pacer.psc.uscourts.gov sign up and type in Richard W. McFarland, Jr., Caddo Operating, Caddo Resources and Delta Interests. There you will find all of his bankruptcies. Richard McFarland is married, has one teenage son and three grown stepsons. He currently resides in Marshall, TX.
McFarland appeared in court on March 26, 2010 and pled guilty to one count of mail fraud. His sentencing is pending.
