Hungary was an ally of Nazi Germany, so the Germans could not simply set up camps there. Although the Hungarian dictator, Horthy, was antisemitic he did not favour killing the Jews.

From March 1944 onwards Horthy's position in Hungary was weakened as the Nazis gave growing support to the Hungarian Arrow Cross Party, which was in effect a Nazi party, and in October 1944 Horthy was ousted altogether.
