Quite simply, Paul Keating was not a suitable leader for the Australian economy. During his tenure, he was responsible for sending interest rates to unreasonably high levels, while foreign debt rose to new highs and the unemployment rate continued to skyrocket. One of his more unfortunate statements, and one which the Australian public was not very willing to forgive, was that Australia was going through "the recession we had to have". Australia did not have to have a recession; economic mismanagement caused the problem.
