There are two main reasons:
First, Mexico was a sovereign nation and to help Texas, especially before it had won the rebellion, would be to encroach upon Mexico's sovereignty.
Second, Texas would most likely enter the Union as a slave state. By the 1840s, it was obvious to many policymakers that slavery was becoming a decisive issue. In fact, for most of the nineteenth century there was a gag rule in Congress against the issue. Consequently, Congress was delayed in officially annexing and admitted Texas.
Bacause Hooston sent a delegation to Washington, D.C. to ask the united state to annex or take control of Texas.
Many Texans wanted to remain an independent Country and many Washington Politicians did not wish to bail Texas out of debt or to solve the Commanche and Mexican conflicts for them without a Quid Pro Quo.
The planning for the annex took approximately five years, from 1942 to 1947. This involved meticulous coordination and secrecy to ensure the safety of those involved in the plan.
