Firstly, you can't just generalize all "asians". The entire continent is too vast, and contains over 1/2 the world's population. It is only eaten in a few places like China, Vietnam, Korea, and Indonesia.
The reason why several Asians do eat dogs is because:
1. The practise was started in times of starvation.
2. Dogs are not exclusively viewed as pets in those countries. The situation is similar to why we eat cattle, while Indians consider them sacred.

For the most part, no. The only place that has a significant amount of dog meat is Vietnam. Elsewhere, it is usually taboo and looked down upon, being that a significant amount of South East Asians are Muslims and Buddhists. However, in poorer areas, they will eat dogs if there is nothing else to eat. In Singapore, the consumption of dog meat is largely taboo for sentimental reasons.
