Some Japanese people wear a mask because they don't want to get others sick. Some wear a mask because they don't want to get sick themselves. Some wear a mask because of air pollution and/or Allergies. Some wear a mask as a comforting mechanism because it warms the air before entering the lungs (which is a normal result of breathing through your nose - unless you have a cold and your nose is stopped up). Some probably do it as a fashion statement and some wear masks just because other people wear masks. So, why DON'T people in other parts of the world wear masks? -Almost Tokyo

It's actually not a strictly Korean thing to wear masks when outside. Many people across Japan, China, Mongolia and parts of southeast Asia wear them as well. Not only does it protect the people from breathing in harmful city pollution but it also protects against breathing in dust and other agents that may be bad for the lungs. People also wear them a lot in public places to prevent spreading germs and getting sick. A lot of times, if a person has a cold, they will wear the masks in public to be considerate of those around them.
