Parakeets were once wild animals and their instinct is to be hyper-vigilant about their environment. In the wild, this is how they stay alive! They can be watchful and use their eyes and ears to sense if danger is near! You could be a predator, or someone that they don't completely trust...OR they may just be watching to see what you will say or do. All of this is just instinct. They like being softly talked to in a sweet tone of voice. They will listen. Remember how much bigger human beings are, to birds! If someone the size of a house approached a human being (like you), you would stay in one place and watch for signs of danger, too! :)
