He's elected under the so-called popular referendum (that's the Syrian-way on how they conduct elections), by which the rubber-stamp Syrian Parliament nominates him for the ballot and have the Syrian people vote on whether they'll accept him for president or not. It's basically a vote of yes or no for Bashar al-Assad. This is not a typical democratic way on conducting any elections, because these kind of elections can get easily manipulated. Popular referendums are the same type of elections that it is used in totalitarian countries like Nazi Germany, Soviet Union, East Germany, Saddam's Iraq, etc...
